ISO vs. HACCP, GMP, and SMK3: Don’t Choose the Wrong Certification!

In the modern business world, especially in manufacturing, food, and services, management system certification is like a “passport” that opens doors to global markets and builds customer trust. However, we are often confused by the many options: ISO 9001, ISO 22000, HACCP, GMP, SMK3, and others. Which is most important? Do we need to have all of them?

The answer is: No. Choosing the wrong certification will only waste time, money, and resources.

Let’s examine them one by one in language that is easy to understand, so that you don’t make the wrong decision.

Basic Understanding: The ISO Family vs. Specific Certifications

First, we need to differentiate between the ISO Family and Specific Certifications (HACCP, GMP, SMK3) .

  1. ISO (International Organization for Standardization) is an international standards body that publishes various standards. ISO is generic and framework-based , meaning it can be applied to almost any type of organization, from shoe factories to hospitals. Examples include ISO 9001 (Quality), ISO 14001 (Environment), ISO 45001 (OH&S), and ISO 22000 (Food Safety).
  2. HACCP, GMP, and SMK3 are more specific, technical systems, often serving as the basis for regulatory compliance in specific industries. They focus more on “what to do” in a specific area.

Now, let’s dive into the differences.

ISO 9001: System Quality Management (The Foundation)
What is it? It is the core standard for Quality Management Systems . Its focus is on consistency . ISO 9001 ensures that companies have well-documented processes to meet customer needs and continuously improve customer satisfaction.

Philosophy: “Do what you write, and write what you do.” It regulates how companies should manage processes from planning, production, supervision, to improvement.

For who? ALL TYPES OF BUSINESSES. From manufacturing, IT services, consulting, to schools.

Excess :

  1. Improve efficiency and consistency of products/services.
  1. Building a framework for continuous improvement.

Recognized in a way international .

Cons: Doesn’t guarantee your product is “good”, just guarantees that your product is consistently made the same way every time.

Analogy: ISO 9001 is like a restaurant management framework . It governs how to order ingredients, train chefs, serve customers, and handle complaints. But ISO 9001 doesn’t give know recipe the cooking .

GMP & HACCP: The Technical Duo of Food Safety

These two systems are closely related and are usually applied together in the food, pharmaceutical and cosmetics industries.

  1. GMP (Good Manufacturing Practice) / CPKB ( Good Manufacturing Practice)
  2. What is it? GMP is a set of basic pre-condition guidelines that focus on cleanliness and the production environment . It is hygiene foundation before HACCP is implemented .
  3. Focus: Facility conditions (floors, walls, ceilings), equipment cleanliness, employee hygiene (hand washing, work clothes), material storage, pest control, and sanitation.
  4. For Whom? Food, beverage, pharmaceutical, and cosmetics industries.
  5. Analogy: GMP is a set of restaurant kitchen hygiene rules . For example, chefs must wash their hands, knives must be clean, raw and cooked food must be separated, and trash must not accumulate.
  6. HACCP (Hazard Analysis Critical Control Point)
  7. What is it? HACCP is a scientific and systematic prevention system for identifying, evaluating, and controlling food safety hazards.
  8. Focus: On critical points (CCPs) in the production process where hazards (biological, chemical, physical) can be prevented, eliminated, or reduced to safe levels. Examples of CCPs: pasteurization , refrigeration fast , or metal detector inspection .
  9. For Whom? The food processing industry (from farms to factories to packaging).
  10. Analogy: HACCP is a monitoring system for high-risk recipes . For example, for a dish containing chicken, HACCP would identify the cooking process (temperature and time) as a Critical Control Point. The system would then require the chicken’s internal temperature to reach 74°C to ensure pathogenic bacteria are killed.

The Relationship Between GMP and HACCP: GMP is the foundation of hygiene that must be in place before HACCP can be effective. Implementing HACCP is impossible if your kitchen is dirty (not GMP compliant).

SMK3 (Occupational Safety and Health Management System)

  1. What is it? SMK3 is an occupational safety and health management system standard required by Indonesian government regulations (PP No. 50 of 2012) .
  2. Focus: Protecting workers from potential workplace accidents and occupational diseases. Coverage is broad, ranging from workplace hazard identification, occupational health and safety training, emergency response procedures, and accident investigation.
  3. Who’s it for? All companies employing workers (especially those in high-risk sectors such as construction, manufacturing, oil and gas, and mining). Mandatory for companies with at least 100 employees or those with high hazard levels.
  4. The ISO version is: ISO 45001. SMK3 PP 50/2012 and ISO 45001 have the same spirit, but SMK3 has legal force in Indonesia.

Analogy: SMK3 is a safety system and evacuation procedures throughout a restaurant . It ensures floors are slippery, electrical wiring is uncluttered, fire extinguishers are available, and all employees know how to escape in the event of a fire.

Comparison Summary: Mapping the Focus and Applications of Each Certification

Broadly speaking, the fundamental differences between these four systems lie in their primary focus, scope, and nature of application ISO 9001 acts as a general framework that focuses on consistent quality and customer satisfaction across all business processes, is voluntary, and can be applied to almost any industry. Meanwhile, GMP and HACCP are two specific systems that are inseparable from the food and pharmaceutical industries. GMP focuses on creating basic preconditions for cleanliness and a hygienic production environment, while HACCP is more scientific and preventative, identifying and controlling critical points (CCPs) for food safety hazards in the production process. Both are often part of mandatory regulations. On the other hand, SMK3 has a different focus, namely on the safety and health of the workforce throughout the workplace. Unlike ISO 9001, SMK3 is mandatory under Indonesian law for companies that meet certain criteria, emphasizing the creation of a safe work environment and accident prevention. By understanding this comparison map, a company can determine which certification priorities are most crucial for its business sector.

So, Which Certification Should You Choose? Don’t Make the Wrong Choice!

This decision depends on your business, needs, and regulatory requirements .

  1. If you are in the Food / Pharmaceutical Industry:
    1. Priority 1: GMP and HACCP. These are basic requirements and are often legal requirements for obtaining distribution permits (such as BPOM). Without this , your product is not will considered safe .
    1. Stage Furthermore : ISO 22000 (Food Safety Management System). ISO 22000 actually integrates HACCP principles and prerequisite programs (such as GMP) into a broader management system framework such as ISO 9001. So, taking ISO 22000 as get ” package complete “.
    1. Complement: ISO 9001 to improve overall business efficiency, and SMK3 to protect employees.
  2. If you are in the General Manufacturing Industry (non-food):
    1. Priority 1: SMK3. If your company meets the criteria (≥100 employees or high risk), this is a legal obligation . Ignore it. this , you are at risk caught sanctions .
    1. Priority 2: ISO 9001. This is the best foundation for building a neat, efficient and trusted management system in the international market.
  3. If you are in the Service Industry:
    1. Top Priorities: ISO 9001. This is a powerful tool to prove the consistency of the quality of your services, whether in IT, consulting, logistics, or education.
    1. Complement: SMK3 remains important to ensure the safety of your employees in the workplace.

Final Conclusion: Choose a Foundation, then Build Specific

From this in-depth comparison of ISO, HACCP, GMP, and SMK3, it can be concluded that no single certification is “best” for all situations. The choice should be based on the nature of your business, core needs, and regulatory obligations .

Strategically, the best approach is to view these certifications as a layered structure:

  1. Make ISO 9001 your universal FOUNDATION.
    1. Why? Because ISO 9001 establishes a robust management framework to ensure consistency, efficiency, and continuous improvement across all business processes. This certification is relevant to all industries and is a globally recognized language for demonstrating credibility.
  2. Build specializations on top of that foundation based on your industry.
    1. If you are in the food/pharmaceutical industry, GMP & HACCP (or ISO 22000) are the walls and roofs that must be built on the ISO foundation to ensure product safety and meet regulations.
    1. If you are in the manufacturing or service industry, SMK3/ISO 45001 is a vital safety system to protect your most important assets, namely employees, and is often a legal obligation.

Don’t make the mistake of building walls without a foundation. Implementing HACCP without a good management system (ISO) will be less effective. Having an OHSMS without well-documented business processes will be difficult to maintain.

Therefore, prioritize ISO 9001 as the first step in getting your overall management house in order. Once the foundation is strong, then add specializations—whether it’s food safety, occupational safety, or environmental—according to your business’s strategic needs. With this approach, each certification you earn will reinforce each other, creating a superior, resilient business ready to compete globally.
